HMMM...Petraeis has two choices...fight war PC as told OR pretend to outwardly obey with most forces and have "Loose Cannons" to black op with atomic cannon to caves, burn all poppies, and police border with mines away from population zones and Drone Death from above. Or "volunteers" could do what has to be done and leave him in the clear.
